Vice Commandant for Operations, Vice Admiral Shuichi Iwanami; Mr Koji Tsuchiya; Commander Shigeru Yoshida, JICA expert in PCG; Mr Masafumi Kuroki, Executive Director of ReCAAP together with Commodore Leopoldo V Laroya PCG, Commander of Maritime Security and Law Enforcement; Captain Tito Alvin Andal PCG, Deputy Chief of Coast Guard Staff for Logistics were onboard JCG’s airborne plane, Falcon 900 (JA 8571) to serve as observers. Falcon 900 together with PCG’s deployed patrol vessels, BRP Romblon (SARV-3503) and BRP Malapascua (MRRV 4403) and PCG manned-Monitoring, Control and Surveillance (MCS) 3007 of the Bureau of Fisheries and Aquatic Resources (BFAR) were deployed for the said simulation of a cargo vessel under piracy attack between Jolo Island and Tawi-Tawi upon receipt of piracy incident from ReCAAP-ISC. “The exercise helped us build good working relationship and interoperability between the PCG, JCG and ReCAAP which is based in Singapore. We have had lots of piracy exercises with the Japan Coast Guard. However, it is mostly in the conduct of anti-piracy exercise.”, COMMO LAROYA PCG said during his interview. “We utilize a plane from the JCG for the conduct of communications exercise in order to present the capability to respond and share information quickly about piracy”, he added.

Germans are seeking transparency after their government has offered a limited response to reports that the United States systematically and actively spied on the country, Press TV, reports. The demands for answers from Chancellor Angela Merkel and her government have come after reports show that Germany was the most spied country in Europe by the US National Security Agency (NSA) where NSA recorded 60 million calls and internet transactions on peak days. "Half of the people in Germany is very unhappy with the situation that our friends spy at us and they ask our government, why do you allow such things? Should you not ask the United States to stop this? But our government tells us that there is no problem," said Stefan Liebich from the Left Party. Meanwhile, it was recently revealed that the large-scale surveillance by the NSA was not only for the purpose of security but that the agency also had a financial strategy, as it monitored markets in order to make financial decisions. A report published last month showed that the NSA explored German market demands as it spied on Germans' medical records to see which medicines they consumed. The massive surveillance operations by the NSA was uncovered in June, when former US intelligence contractor, Edward Snowden, leaked two top secret US government spying programs, under which the NSA and the Federal Bureau of Investigation (FBI) are spying on millions of American and European phone records and the Internet data from major Internet companies. The 30-year-old NSA leaker, who was granted political asylum in Russia on August 1, is wanted in the United States, where he faces charges of "espionage" and "theft of government property." PressTV. Here are some high-tech ways to fend them off. Step 1: Build a citadel Create a citadel -- a safe room built into the ship that the crew can barricade themselves in if pirates come on board. It should have mechanisms to control the ship, emergency rations, a safe air supply, surveillance cameras, and external communication equipment. That way, you won't have to fight pirates. Step 2: Explode their eardrums Set off a Long Range Acoustic Device, or LRAD -- a high-powered loudspeaker that launches a verbal assault on pirates when they're still a mile away. That may deter a good percentage, since they depend on the element of surprise. For the rest, set off the LRAD's "deterrent tone" -- a sound so intense that it causes extreme pain to anyone it's being beamed at; it can even cause permanent hearing damage. Tip Hand out protective headsets before you set off the LRAD so you don't deafen your own crew! Step 3: Slip them up Deploy the Mobility Denial System -- a slippery, non-toxic foam that makes any surface too slick to walk on. Spray the stuff on your ship and theirs and it will be impossible for them to board your vessel. Step 4: Soak them Shoot off the Force 80 Water Cannon -- a stainless steel, remote-controlled gun that can send 1,400 gallons of water per minute 100 yards in any direction; it will flood the pirates' boat in minutes. Tip Install the Force 80 controls inside the ship so the pirates can't shoot the person operating it. Step 5: Develop your sword skills Nothing managed to scare them off? Then you'd better dust off your sword skills -- or prepare to walk the plank. Did You Know? There were 445 reported pirate attacks on shipping vessels in 2010, mostly off the coast of Somalia.

Counter-piracy off the coast of Somalia has been a significant success for international naval cooperation. Since 2013, there have been no pirate attacks in the region. The success of counter-piracy, however, is surprising. Multinational military cooperation is known to be difficult, and counter-piracy involves navies who are allies, but also navies who are strategic competitors in other contexts (such as the US, Australia, China, Japan and Russia). How have these navies been able to cooperate, and what lessons can we draw from this successful cooperation? Could the techniques that have been used in counter-piracy be adapted to other maritime security situations, including disaster response, illegal fishing and smuggling? Could the inventive ideas that allowed naval cooperation to flourish in this area be adapted to help reduce tensions in other parts of the maritime space, including the South China Sea? Sarah Percy is Associate Professor in International Relations at the University of Queensland, where she is Deputy Director of the Graduate Centre in Governance and International Affairs, and also affiliated with the TC Beirne School of Law. She was recently appointed as a Visiting Fellow at the National Security College. Her research on mercenaries, private security companies, piracy, and maritime security has been widely published, including in International Organization and Survival. Associate Professor Percy has been invited to present to many policy groups, including the UNHCHR (in New York and Geneva) and at the Royal Australian Navy’s Sea Power Conference. Sarah’s research on piracy was featured in the production notes of the film Captain Phillips.
